WSREP cause unnecessary messages and issue even when Galera is not enabled

          Description

          With MariaDB 10.1, the error log has WSREP messages in it, even when wsrep_os is OFF. Also, there is some processing at initialization by the wsrep patch in the same situation, and this can cause a slower startup and also cause MDEV-8057 to be exposed, even though Galera isn't enabled.

                  The reason I added this as a new issue was that I wanted to point out that there is processing going on at startup, even though Galera isn't enabled. The messages comes as part of that, and I think that is a less important issue. As long as this is fixed I am OK though.

                  Yes, I understand that. While the other issue does not mention this processing explicitly, I clearly remember it being discussed on the mailing list and IRC, so I expect Nirbhay is fixing both. But just in case, lets re-open it to make sure it's not forgotten.
