GIS: No AddGeometryColumn or DropGeometryColumn in the tree

          Description

          MDEV-13 is closed, and AddGeometryColumn / DropGeometryColumn are mentioned in the to-be-documentation email, but the server claims it doesn't know anything about them, and I can't find them anywhere in the code either.

                  They're in scripts/maria_add_gis_sp.sql. But this file needs to be installed, run from mysql_install_db, and documented.
