Description
The new password plugins that were added for 10.1.2 are not available on Ubuntu from the Mariadb repositories.

I've added simple_password_check. The issue with cracklib_password_check is tracked in MDEV-7305
Simple check is built on the build VMs, but is not included into Debian/Ubuntu file lists and hence is not installed.
Cracklib check doesn't even get built
– Looking for include file crack.h - not found
– Looking for FascistCheckUser in crack - not found
(and isn't included into file lists either).
