      Description

      SELECT NOT NOT STRCMP('a','b');
      

      returns

      The expected result is 1.

      The same problem is observed with NOT NOT NULLIF(2,3).

      mysql> SELECT NOT NOT NULLIF(2,3);
      +---------------------+
      | NOT NOT NULLIF(2,3) |
      +---------------------+
      |                   2 |
      +---------------------+
      1 row in set (0.00 sec)
      

      The expected result is 1.
