  WL#6242: Move "PROCEDURE ANALYSE" implementation
           to select_send-like class

  The outdated and undocumented "proceudre" API makes Optimizer
  refactoring tasks problematic.
  As far the API supports the only "ANALYSE" procedure, it was
  decided to remove it and relocate the "ANALYSE" procedure
  implementation to a simpler, select_send-like interceptor class.
