Spider fails to build if ORACLE_HOME is set (against Oracle 11.2.0)

          Description

          Spider looks up for oci.h header in $

          {ORACLE_HOME}

          /rdbms/public. But it seems it is located in different directory in Oracle 11.2.0 causing the whole MariaDB server build failure.

          Suggested fix: if ORACLE_HOME is set but oci.h is not found, just issue a warning.
