backport --ignore-db-dir

          Description

          Implement --ignore-db-dir (from MySQL 5.6).

          Decide whether we want exactly the same behavior or only something similar. The option --ignore-db-dir is 5.6 does not work like other command line options, it is inconsistent. Although hidden directories are not visible in SHOW DATABASES, one can still USE them. It is incomplete.
