mysql-galera-server Ubuntu package should Require galera

          Description

          You can successfully install the mariadb-server-galera package without installing the "galera" package, which means you can't actually use Galera. That seems kind of strange, and it seems like "galera" should be Required by mariadb-server-galera, or at least Suggested.
