Don't create frm files for temporary tables

Description

After frm files are nothing more than the persistent metadata cache. They are created completely in memory, and parsed completely from memory. Creating actual files on the filesystem can now be easily avoided. It is already done for storage engines that support discovery. We also should do that for all temporary tables.
