Description
Since 5.5, we do not build with PBXT by default anymore.
Thus we can remove --loose-pbxt=OFF in Debian/Ubuntu packages,
and also --loose-skip-pbxt from mysql_install_db.exe on Windows.
This will fix a warning about unknown parameter.
