Do NOT start mysql when installing MariaDB rpms

      Description

      We have a request on not starting mysql when installing. The only exception would be if an upgrade is performed and mysql was running before. Then a restart of mysqld is good.

      I've asked for a second opinion on this. If we get the same feedback we should adjust the package accordingly. I got the second opinion that agrees that the RPM installer should not start mysql with the one exception mentioned above.

      I'll send a little bit more details per email (includes confidential information from a customer)

            IIRC that's how it is currently done in MySQL RPMs.
